Time traveling through space is a constant. One always moves in a forward direction relative to the Time-Space plane.
As shown in the figures below - the Time-Space plane (blue bar) is a constant, whereas Time is a coil surrounding and outside of the plane.
Expansion of the Time Coil doesn't effect the relative distance if one is moving along the Time-Space Coil. The distance between the coils increases while maintaining a constant distance if one were to travel ALONG the coil.
The same holds true if the Time Coil were to be contracted. Distance between the coils decreases relative to the Time-Space plane, yet the constant distance ALONG the coil remains the same.
To Time Travel and enter a different point along the Time-Space Plane, one must step out of the Time-Space Place, move along the Time Coil and drop in at a new point on the Time-Space Plane. The point in which one would appear in the Time-Space Plane depends on the contraction or expansion of the coil and how far along the coil one would travel.
There are days where we feel the day is dragging, as if time as slowed down. We feel as if hours have passed, yet glancing at the clock it shows only minutes. How often have we told others around us "Gee, this day is just dragging." And they concur.
Conversely, we experience periods where we wonder where the day went, feeling as if we've been working for for only a short time, and checking the clock we find several hours have passed and ask "Whoa, where did the time go?"
This is caused by a time-traveler manipulating the time-coil - either by expanding or contracting it. This manipulation creates a temporal bubble which floats down to the Time-Space Plane. The size and duration of the bubble and how many people it effects depends on the length and speed of the expansion-contraction of the Time Coil.
There are some people who are unconsciously able to manipulate time to a certain extent, although they do not actually move through time. This is evident by their inability to wear watches. The watches speed up, slow down, or otherwise fail to keep proper time. Although never attempted, it's been theorized that if sufficient number of time-manipulating people were to gather in one place that they would be able to speed up, slow down or stop time.
For instance - you have to file your tax return by midnight on April 15. Gather a group of time-manipulators, who are able to slow down time, around the IRS office. A temporal bubble is created around the IRS office, time is slowed down sufficiently to enable you to fill out the income tax return, hop into your car, drive to the IRS office and deliver your return "on time".

You have ordered your SPACE GEAR t-shirts and hats. Not wanting to pay extra for "overnight delivery", gather a group of time-manipulators who are able to speed up time. The package which would normally take 3-5 days for delivery would now show up on your door step almost instantaneously.
